Government order for these days is social distancing; and in-order enforces that:
Market places, factories, workshops, and other social places are asked to be shutdown

Yes! But for public expenditure to drive economic growth; the funds must be well appropriated; that is, channeled to solving social and economic needs; and the budget items must be well financed and monitored.

But when funds are misappropriated: social, economic and welfare needs will accumulate then the existing infrastructure will deteriorate and citizen’s lives will worsen of; and the outrageous societal problems will lead to illusional and illusive governance (case of Nigeria).

1.     Hypothesis One (RESPONSIVE HYPOTHESIS): When government (managers of fund) is responsible and responsive to the social and economic problems; channel funds to those basic/pressing areas such as: education, building of road, electricity, industrial revolution and agricultural facilities which will increase economic activities. Then public expenditure will impact insignificantly on economic growth. And there will be no repetition on allocation of fund on same items.

2.     Hypothesis Two (IRRESPONSIVE HYPOTHESIS): Despite the increasing public expenditure, if government (fund manager) fails to be responsible and responsive to economic and societal problems. Public expenditure will not drive economic growth. Because public funds will be misappropriated, then social, economic and welfare problems will accumulate and existing infrastructures will deteriorate.

The work studied the public expenditure of Nigeria and its relationship on economic growth from 1981 to 2018. And it was found that the astronomical raise on public expenditure over the years has not replicate on economic growth within the country; as the nation is yet to achieve the basic economic and social needs such as: good road, stable electricity supply, quality education, quality medical facilities, quality education among others, despite the huge yearly budget on these items.

Every outing has attire that best fit it, that falls to show how positively or negatively one is impacted and self improved. When one is positively dressed, he will seen as a responsible person via dressing but when misconception eludes ones' mind to appear otherwise, armature regards will be accorded to such person. However, some cloths are designed for general purposes and therefore fit for many events.
Clothing is an act of covering the body; it involves dressing in a specific or desired wear. Clothing many a-times tell of people's custom and tradition, hence clothing or a particular dressing style can define people and where they comes from. Dressings also, can tell how improved one is, show off positive and negative attitude in one, occupation and one's life style.

v Entertainment cloths
v General purpose cloths

· Ceremonial cloths: these are such special cloths for ceremonial uses, the cloth can be a uniform or special designed for such ceremony.
· Entertainment cloths: such cloth designs are made for fun and attraction in line with the day display or theme, such as dancing, singing, drama, comedy and rest of it. Such cloths despite how expensive it seems to worth, is unnecessarily accepted in a normal sense of normal reasoning.

· Church/worship cloths: these are seen as most decent cloths one can have, and wear to worship God or as case maybe; such cloths are not expected to be seductive or sexy. Hence such cloths present the worshippers acceptable to God together with character. In many case, some religious sect or denominations has a prescribed designs to wear as a way to cub conflict and irrelevant dressing codes

· Night wears: these are cloths, meant for night/sleeping duties, some among them looks sexy for married couples, while a-times shields against cold and are not meant for outings.

· Office/work Cloths: office workers are often required to dress decent and acceptable with such responsible cloths while workshop and special duties staff appears on safety cloths or kiting.

· Home cloths: these include such cloths, used for domestic duties and noon rest at home.

· Club cloths: these cloths need to be flexible, sexy and seductive; and also allow dancing and rocking; to attract an opposite sex. There are burn it down cloths.

· Traditional clothing: these cloths defines peoples origin, lifestyle and believes, sometimes they are used for traditional ceremonies, worships and outings. On a cultural day or event; each race appears with theirs as it defines them.

· General purpose clothing: these cloths are multi-purposes cloths, they could be used for church services, ceremonies, fair clubs and other decent events and are usually decent.

FASHION
This is seen as the order of the day, the current and the latest wears in town. Fashion wears are such designed to take over the market share at a time and most-time fades away on short-run for recreation or update.

It have to be noted that not all fashion presents the ugliness of the world in men, but depending on the designer's motive and spirit.

But looking into the society today, people appears dress-senselessly, the fashion misconception has gone high that many do not know the rightful cloth to wear for/to an event.

Fashion appear in cloth material but a-times clothing in different from fashion, hence every one puts on cloth but not all puts on fashion or raining cloths.

· Clothing aims at covering the body for decent sake while fashion is the trend of the day and 95 percent are indecent dressing

· Clothing and dressing sense helps order and guide ones choice of appearance but fashion is the designers choice therefore, often make one look stupid.

· Clothing market offers the buyer choice in line with its taste while fashion does not subscribes to the buyer opinion hence it is a follow a crew idea.

· Fashion has a season while cloth has a long run effects

· Clothing sense will offer you good-looking while fashion offers unstable dressing lifestyle.

Note: fashions are cloth designs, just that they drive demand and sometimes abuse marketing and responsible lifestyle.

Looking-good or positive and looking stupid or negative are two identity clothing and fashion can offer one, however, it depends on the outing or nature of event, and places to etc. For instance wearing a party cloth or entertainment cloth to church or worship will never make you look good or responsible rather stupid and senseless. And it is becoming unclear the level of misconception in our environment today, that people copies what they sees, heard, and touched without appropriation and justification. That the masses called the fans are now an instrument used to create unfairness and misappropriation, energizing stupidity in the dress coding world.

Therefore, I do not recommend one to dependent on fans fantasy songs and praises, rather from a matured view. Watching mirror, asking some matured and responsible questions personally will help go a long way to dressing responsible. Fans might tell you how good-looking you are, but what maturity said with such dresses will rule.

Finally, simplicity can never strike you out of game, celebrity or make you inferior, and likewise, I am not too against fashion but that which makes one look stupid and irresponsible. Long run relationship of all things we do is best.

NO TIME IS CONDUCIVE FOR A MAD MAN: ABA LIFESTYLE

  

Mad man is known for unconditional format lifestyle, every moment, season and weather changes his cause not because he thinks and acts rational, but it is just a normal thing for him. Decisions are made by the current weather, assumptions which has no justification and he cannot control due to abnormal reasoning which gives him comfort in all situation.

Is Aba a mad town? everyone there is a victim, both the poor and rich, small and big, young and old. However, Aba is an ancient Provence, the commercial base of Abia State, the New York and china of Nigeria and Africa. Since its creation, the city has been crying and calling for responsible and responsive leadership but has never found one. Rather all it get are; hit and run mastered rapists who counts, beat and made way with her resources, thereafter left her bleeding and crying.

The great elephant city has been used for political gambling for decades and its infrastructures has dilapidated that each season of the year has a disguising effect on the residuals which results to deficit personal financing and life below economic agent expectations. 

During raining season, road infrastructures in Aba are made of pot-holes and filled with water-compilation; that Cars and Keke drown daily; a drop of rain amounts to floods and traffic jams all over the city thereby increasing the cost of living via transportation. During such period you pity Aba residents, business men and women; as they roam home like mad people with their foot-wears in their heads, hands, and with folded cloths; beaten by cold and no electricity light for room heater. Some home/compounds then worth not living in, because they are flooded and the water lines are filled with refuges though, created by the residents. Then people cries g rain season holiday.

While during the dry and winter seasons; both residents and visitors suffer cough and running nose; as a result of the menthol and flaming dust from those pot-holes and decades under-construction roads (even federal roads are like that, coursed). Everyone then tries to shield their faces and nose; walking home to meet heat hence there is no electricity light for cooling gadgets. Then you see all calling for the return of rain to, reduce the rate of dust and heat emanating from poor road network and other amenities.

Then, after considering all these inconveniences that is powered by irresponsible and irresponsive governance with their helpless and unconditional implications on citizens and residents. I asked, when and what season and time will Aba residents enjoy good environmental lives-style since, the government for decades has sworn with their lives never to be responsive? Because the unregulated rational lifestyle of Aba residents are equated to that of a mad man without a hope of recovery, hence all victim both the rich and the poor, the dead and living, handicaps and complete, the rulers and the followers...
